Svago High Council Meeting 03.03.19

[12:57] William Carver: “Welcome to the meeting of the High Council of Svago.  Please find your seats and I will remind the public in attendance to maintain order during the meeting.  Only Warriors of Svago are to carry weapons into the Council Chamber, if you are so armed you may take this time to put your weapons in the weapon rack down stairs.”  Council Members I call this meeting to order, let us take up the business of Svago.  ”

[12:58] Patrice Bennett (fatbakerpat) quickly makes it through the crowds of people and finds a seat between her companion and his brother. Adjusting the basket of snacks on her lap she breathes out happy to have made it slightly early. Sad eyes do move to Trentan offering him a muffin.

[12:58] Niall Carver (bastnine) looked about the room, nodding to those he knew, or even those who just looked at him.

[12:58] Boogie Aeghin: he pats his shoulder and said "Tal Brother

[12:59] Nephtides na Neidos (nephtides): *smiles and bids his fellow Sergeant a salute silently*

[12:59] Ignis (coldconspiracy) gave a last minute strum of his fingers towards Mia as a small wave. Yes... what ever happened... there were still the connections he's made, the people he's met who were made happy. Not even chains can bring that down.

[13:00] Trentan Hayford (trentanhayford) nods to various people in return as he settles on the bench.  Casually takes the muffin from her and prepares to wait this out for awhile.  Steel blue eyes moving over the council curiously.

[13:00] Alexander Hayford (hereforfuntimes) slides a hand into his companion's basket, his eyes glued on the huge headpiece she had, a bit baffled by it and retrieves a muffin himself.

[13:00] Jarius Bernard (jariusorin): I roll my scrolls up and nod towards William as he enters and speaks.

[13:01] William Carver: " First order of business will be Caste changes, Elisabeth Grey from Physicians to Scribes, she will be taking her Companions Castes, leadership of both Castes have acknowledges the ladies right to do so, and with approval of this High Council it will come into effect.  By order of Caste, we shall vote starting with the Initiates. "

[13:02] Terek the Younger (kitten.serpente): No objection from the Initiates.

[13:02] TyranKamdry: ~ he smiled and answered for the Scribes ~ " No objections from the Scribes "

[13:03] William Carver: I nodded to Terek and grinned at Tyran " Builders "

[13:03]  Alaricus Evander Ambrosius (alstott) stands guard behind William. Scanning the room and making sure that order is kept.

[13:03] Nikias Sjöström (stevesteven): NO objections from the builders

[13:03] Albius Taurus pulls out a bit of bread from the bakery and nibbles on a corner

[13:03] William Carver: " Physicians "

[13:03] Jarius Bernard (jariusorin): I say 'The Physicians approved this and vote yes.'

[13:04] William Carver: " Warriors"

[13:05] Niall Carver (bastnine) leaned over to his mother, murmuring. "We might just become a center of high learning..."

[13:05] William Carver: " The motion carries " I then signed off on the document and said " I will give this to you after Council Tyran, see that it gets filed "   I looked at my noted what was next " Next items up will be the up coming calendar "

[13:06] William Carver: "Carnival begins Saturday 3/9/19 and runs through 3/13/19.  On 3/14/19 Svago will celebrate kajuralia also knows as the festival of the slaves.

You will see decorations start to adorn the city on Thursday evening 3/7 and will continue most of the day on Friday 3/8.  Nikki will be seeking slaves to help place streamers, flags, confetti all of those items that will decorate the city streets and buildings.

[13:06] TyranKamdry: ~he nodded to William in answering him ~ " With pleasure .."

[13:07] William Carver: A couple of requests from the castes to help with this Carnival event.  all caste leadership should look at the calendar of events and anticipate where they will be needed.

Scribes:  With the additional people expected, the praetors should be spending as much time in the lower city as possible, citizens if you see trouble, please be sure the warriors or praetors are informed.

Builders:  Please begin to place the games and contests out Starting Friday evening.

Physicians:  As always there will be injuries and other issues which will need your attention.  be sure infirmaries are well stocked.  Pay attention to the dagger toss wheel, many slaves typically need treatment from bad throws.

Warriors:  Please unlock all the gates and place them in the open position, we will allow free access to those visiting during this time (OOC/no raids or meter combat during Carnival, remove your meters unless in Sword competition)

[13:07] Rσʂα Mσɱɱα Dαɯҽʂ (rosalynne.dawes) will be at the dagger toss wheel directing traffic flow

[13:08] William Carver: Merchants:  This will be a time to make some coin off all the visitors.  Much food and drink will be consumed, shops should be open for extended hours.  Please be sure that we have extra supplies on hand.
Slavers:  Would like to have the slaves in the streets providing entertainment, stilts, fire sticks for dancing and the like will be available in the Anything Goes shop for no charge starting the Friday before Carnival.

Citizens of Svago:  this is a time for you to put on your wild though appropriate costumes.  All City laws are still in effect, but typically there is much fun to be had and we encourage all to head to the city to celebrate with your friends and family.  there are many contests, events and games with fun prizes.  Even some local betting is encouraged for some of the skill games.  There will also be a dunk tank where some of the leaders of Svago will taunt you to see if you have a good enough toss to drop them into the cold water.

Kajuralia on 3/14 is the day slaves are given a little

[13:08] William Carver:  liberty to prank the free of the city and there is little consequence for these minor pranks.  The key word is minor, in the past we have seen water dumped in the free, tossed pies and fruit, even sprinkles of flour as well as serving atrocities.  Free, although its easier, this is not the day to remain in your home locked behind a closed door. [13:10] William Carver: "  The next High Council Meeting will be held  3/15 at 3pm in observance of the Waiting Hand only essential services will be offered during that time.   The Waiting Hand will be observed  16th thru 20th, with Enkara on 21.  The High Initiate has a list of ritual observations I am sure he will remind us of in his report perhaps "

[13:11] William Carver: I looked to Terek and Nikias now as I spoke " I want to extend a thank you to the Caste of Initiates for the donation of the Sleen Den space to the Svago Entertainers.  I would also extend a thank you to the Caste of Builders for performing the conversion of the space at no charge.  Your contribution to the culture of Svago is greatly appreciated. "

[13:12] Nikias Sjöström (stevesteven): Nodded his head towards William

[13:13] Terek the Younger (kitten.serpente): Inclines his head.

[13:13] William Carver: William mood turned somber now as he reported " I have just over a hand ago met with the Leadership of the Warriors and Scribes after a series of incidents raised concerns. There was a great gap of communication between the Castes that resulted in some conflict.  To resolve this the Officers of the Warriors have been given keys so they may access the Magistrates Message Board.  Additional concerns about arrests, jailing and punishment of Citizens were broached. Guidelines are being developed for appropriate and correct treatment of Citizens to include protecting the dignity of Free Women.  It is my duty to inform this council that a short time after the meeting Lurius Vancius has offered his resignation and it has been accepted."

[13:13] Patrice Bennett (fatbakerpat) grabs a muffin from the basket and starts breaking off piece after piece slipping it under her veil as she listens and shrugs, confused by some of it but just keeps eating.

[13:15] William Carver: " Niall Carver and Sylvanus Voss, if you are able approach the table and stand behind Tyran. "  I would ask them  (( if the lag is to bad just stay put ))

[13:15] TyranKamdry: ~He nodded listening to everything being spoken and making notes of his own in regard to the carnival events ~

[13:15] Nikias Sjöström (stevesteven): Listened intently to this part. He remembers back in early days, how he and Lucius had fought in council to assure the safety of the women of Svago. He had heard of some of the recent happenings and it did not sit well with him.

[13:17] Niall Carver (bastnine) moved to where he'd been directed.

[13:17] TyranKamdry: ~hearing William he looked to both men placing them in the chamber room and nodded to each in greeting ~

[13:17] Sylvanus Voss glances up as his name is said. Nods and makes his way across the room to the seats the scribes oversee at the council table

[13:18] Albius Taurus noticed someone eating muffins

[13:18] Trentan Hayford (trentanhayford)'s brows lifted from time to time as he listened to everything going on, and he'd actually forgotten the the muffin in his hand for a time.  He startled an Ihn when he glances down at it, noticing he was squeezing the fluffiness from it a bit.  After a moment he took a bite watching the proceedings with a steel blue gaze that at times belied some confusion but at others simple curiosity.

[13:18] William Carver: I looked tot he two men and spoke "After meeting with Tyran earlier I asked for his list of men possible to step forward to serve as Assistant Heads of Caste the names he put forth are Niall Carver and Sylvanus Voss.  I concur with his assessment and these men, are appointed as Assistant Head of Castes Scribes. "  I would look at them for a moment and say " Congratulations men "

[13:20] Rσʂα Mσɱɱα Dαɯҽʂ (rosalynne.dawes) blinks and wanted to applauds for her companion, was very proud and happy he was selected, shook her sister, most likely, she was sleeping again. Would do a huge celebration dinner later.

[13:20] Sylvanus Voss straightens briefly for the moment with respectful mien he looks to the administrator before speaking, "Thank you for the vote of confidence, I look forward to working within the caste and making strides in doing a good job to the city of Svago"

[13:21] Trentan Hayford (trentanhayford) had met Niall and though they did not really know each other too well, he actually clapped his shoulder for an Ihn or two.

[13:21] Katerina Amaranth grins under her veil, hearing of the changes and nodding her head in appreciation.

[13:22] Patrice Bennett (fatbakerpat) nods hearing the announcement and nods her head, moving her foot away from the man that just almost squished in.

[13:23] Reese Eisenfaust-Kismyaz (keeperofthezoo) shifted in her seat, keeping quiet, her eyes depicted two thoughts, keeping silent she inclined her head  respectfully to both men.

[13:24] Patrice Bennett (fatbakerpat) leans down whispering to the man about the muffins and hands him one.

[13:26] William Carver: Feeling rather safe and noticed the crowd had been rather calm and my own guard today to keep me safe I then turned my gaze to Pyrnir " Captain Pyrnir, of the Warrior you have been doing the work as a Councilor to this body, you are thus named as such as the Council representative for the Warriors, as well as doing the work of a Captain. " I would shake my finger at him  but was smiling as I did so " This time do not give it away "

[13:27] Albius Taurus inclined his head slightly, as if in thanks, the muffin went down in two, a spray of crumbs heading towards the lady to his right. He looked at what was going on, his expression suggesting he hadn't got a clue.

[13:28] Ashellia Thorne (ashellia) welled with pride as the most warm smile grew behind the veil.  Her warrior of her heart, served his city well and she was very proud of the work he did for us all.  So proud... so very proud of him.

[13:28] Pчяиιя Alα'Bαиdιт (lextonian.snowpaw) looked at the Administrator as he was given the Captain's braid once again. didn't wish to protest as he wold simply nod to William. "As the council deems fit, I serve Svago and her people.."

[13:30] Jarius Bernard (jariusorin): I say 'Congratulation.' unsure why it had been taken away or what had happened for that matter.

[13:31] Malice turned his gaze towards Pyr bringing my right hand firmly against my chest, and nodding to him. The action alone signifying my respect for the man.

[13:31] TyranKamdry: ~he smiled hearing this and tipped his head respectfully to Pyr ~ " Congratulations  Sir "

[13:32] Niall Carver (bastnine) would give quiet congratulations as well.

[13:32] William Carver: " The last item on my agenda before we start to the Council Reports is the matter of High Magistrate,  Jamie Al'Azraq stand up "

[13:32] Joslyn Bernard (sophie.lacquey) dipped her head respectfully towards Pyr

[13:32] Albius Taurus waves a muffin crumbed hand at the man called Pyr in respect for something or other. Then patted his pockets for a while and finally pulled out a bit of cheese.

[13:34] Alexander Hayford (hereforfuntimes) raises his brows high watching the spray of crumbs shower over the front bench and the man produce cheese from King's know where.

[13:35] Trentan Hayford (trentanhayford) is mildly impressed with the fortitude the man attacked the pastry; the distance of the spray of crumbs, the pure absolute beauty of a refreshment so enjoyed.  Had he been a judge it would squarely been a 9.6 from him.

[13:36] Katerina Amaranth notices all the whispering and flying crumbs and makes a mental note to suggest that food and drink be banned from council.

[13:36] William Carver: "Jamie is not new to Svago, he has stepped into the breach and worked his best to fill it.  I believe him personally the man for the job, he as myself have family now serving the City in that office, a vested interest to see the job done well.  He has been willing to admit his flaws his faults to his peers.  He has taken criticism and used it to make things better.  He has a willingness to work with our brothers in the Caste of Warriors to see they are not needless used, to communicate with them and bring them in as part of the Office so that the Citizens and this Council will continue to be proud and take pride in the actions of that office. "

[13:36]  Alaricus Evander Ambrosius (alstott) conquers if he read minds.

[13:37] Albius Taurus finished his cheese and waited for the next bit of entertainment. He spotted a little figure at the main table and gave her a lopsided smile.

[13:39] William Carver: "A unanimous vote in favor is required for him to obtain the office,  I will call now for the vote in caste order.  Initiates "

[13:39] Terek the Younger (kitten.serpente): Initiates vote aye.

[13:40] TyranKamdry: ~he smiled and looked to Jamie standing at his side and had become a close friend with him in his time within the  city and voted clearly ~ " Scribes vote yes "

[13:41] William Carver: Physicians

[13:41] Jarius Bernard (jariusorin): I say 'Physicians vote yes.' I wonder what of his case. I will seek him later to find out. Lots of meeting for Jarius today.

Questioned the actions of the Magistrate, but based on the laws that all goreans are governed under and not the capability of the man. But the man wasn't arrogant nor was he closed off to council. Which was the reason Pyr respected the man, a scribe had to be open minded of all possibilities and more then that a Magistrate had to be impartial and accept facts from all sources. While young, the man had a bright future and would make his mark upon Gor. "Warriors vote Yes."

[13:42] William Carver: "The motion carries, Jamie you are now the High Magistrate of Svago, and due to some issues, the Builders will give their report next.  Jamie you may take you seat you can say a few works when you report."

[13:43] Ashellia Thorne (ashellia) smiled as the council voted and took consideration of her long time friend.  I couldn't help but smile to back in the day when he was the Scribe for my slave house.

[13:44] Nikias Sjöström (stevesteven): Nodded to William. He had spoken wiht him earlier and needed to present first for he had to catch one of his ships to take care of something in a distant island. So, his news was going to be short and to the point today. "No new members, the numbers are remaining the same" he pauses. "We have cleaned out the place formerly known as the Sleen Den and opened the front of the building for the entertainers to entertain." he pauses and then continues "lastly we have remodeled the Arena. The builders will be setting up the various stalls and booths for the upcoming festival. Future work will be focusing on improving our wells and making plans on directing running water into portions of the city to make it easier to obtain fresh water. The last on our list is a need to begin to revamp our fleet of ships. We will be pulling ships in one at a time for dry docking. Repairs and modifications. I do not see it affecting the navy's ability to defend our city as it will only be one ship at a time in dry dock. That is all

[13:48] Terek the Younger (kitten.serpente) clears his throat and stands, feeling this was not news to be delivered slouched in a chair.

[13:49] Terek the Younger (kitten.serpente): First, I must announce to the City the sad news that Blessed James, my caste-brother at the temple, has died after a long illness, and is now, we hope, sharing in the Immortality which Priest-Kings grant their faithful Initiates.  He was a good man and a fine Initiate, and he will be greatly missed by those of his caste, his family, and the entire City of Svago.  He pauses a moment to let those in the room absorb this information.

[13:49] Nikias Sjöström (stevesteven): "thank you William. Congrats to those here with the promotions" with that he stood and moved quickly for the steps, grabbing up his sword on his way out the door and speeding off for one of his ships.

[13:49] Terek the Younger (kitten.serpente): In other news, I have been working on extending the hospitality of Svago to those of other cities.  My caste-brother, Owain, who is High Initiate of Tharna has sent me word that he will be on a journey for six weeks, and has invited me to take over devotions for him in Tharna during that time, which I have agreed to do.  I also visited the new city of Tarascon and spoke to the chief builder there.  I donated a temple building and furnishings, and expressed my hope that our two cities might be on good terms as the new city grows.  I also have been asked to chair the Caste Meeting at the Sardar Fair this month by Erwin Solo, and will be sending out a second notice to all Initiates who can attend to gather for a discussion on the Caste and how best to promote the worship of Priest-Kings, and support each other in our respective cities.

Finally, I will remind you that, as was mentioned earlier, the great festivals of the spring are fast approaching.  They begin, just after Carnival and Kajuralia, with the

[14:01] TyranKamdry: ~he stood then and cleared his throat softly before speaking ~ " Scribes report growth among the Caste of 2 newly accepted members and looking to add a few more in the very near future once they can be interviewed by myself or one of the newly appointed and deserving assistants . We are close to having the training program for apprentices in place, as well as a working program for advancing and testing interested scribes seeking to enter the law side of the Caste with the Advocates and further beyond should they meet and choose to advance within the Caste itself ..We stand ready to handle the cities needs and serve her people with honor, integrity, and truth. We are hosting a debate for the carnival as well and would invite all to come enjoy the event with us ..and if we are needed to aid in other events we are ready to do that as well  ."

[14:09] TyranKamdry: ~he looked around the council and offered ~ " We are also working to advance scribes with the aptitude and and drive to apply their skills and knowledge in a wide range of ways which i will detail in one of the upcoming council meetings  that is all from the scribes .."

[14:11] Jarius Bernard (jariusorin): Thank you to all those involved in for the swift action to get the lower infirmary moved. The lower infirmary is now next to the bakery in building 11. It provides the physicians a better area to work in and much less congestions from where it was before. Thank you.

[14:11] Jarius Bernard (jariusorin): The Forensic team that I have been speaking of is set. The team consist of four physicians with skills in the areas needed for the team. Jessilyn being the chief of the group. But, you can refer to the other team members Rosa, Jerrica and Ebrius. Thank you all for being part of a very important team.

The physicians are holding a few events. 3pm slt  Hooded slave Race - Lady Domino and 11am slt - Wheelchair race  - Jarius Bernard of the Physicians. Prizes will be given out and it will be great fun and I hope to see you there.

We will no longer accept them if they are not sealed. We will send them away. If you are not the owner of the slave you will not be permitted to give permission on any account. [14:13] Jarius Bernard (jariusorin): It has come to my attention that many need practice aiming bows. This is not something I can fix but perhaps the warrior can give a class on that.' They will wish to seek out an agreement with Svago and waited most patiently as we tried to focus our attentions with Fina, unfortunately for now- until further notice Fina will now be declared a hostile city and traveling will be restricted and limited." - She paused as her hand fell the svelte of her waist before continuing. "Port Meqara wishes to stand With Svago in friendship. I've heard no more word about the concerns regarding outlaws- I'd very much like the council to think about securing a trade and safe passage agreement with them, and during such make one more visit to Port Meqara, and by this time next council meeting- we should have the documents ready to be signed once voted and agreed upon. I think so far this concludes what I gathered at this time.

From there it quarrel was between the ambassador of fina and the warrior. In the chaos, confusion, perhaps misunderstanding- we were able to safely depart. Sword was drawn, though I can't say without certainty it was drawn at me or intended for me- but it most certainly was at their own ambassador. I have full confidence that our warriors and military ambassador can handle it from here. I will fully cooperate as best as I possibly can, i will always bend torwards the resolution of peace if it can be sought- "

It is my understanding that the responsible party has been dealt with and the owner of the bakery took this opportunity to install a service pass-through window between the bakery and seamstress shop to easily serve those waiting for clothing to be made."

"During the upcoming Carnival, Latha will be holding a cooking contest, and Kron will be holding a mud wrestling event and a poetry contest, these and the many other events taking place will no doubt make for an exciting and fun time."

[14:44] Jamie Al'Azraq (slainjg) stood as William asked him to stand. He stayed quiet while William spoke. Jamie nodded at the things that were said, as he mentally confirmed that they were true. Then he waited for the votes. As they all voted yes, Jamie smiled proudly, and then took his seat once more as William directed. When it was his turn, he read his report with a smile. "There have been quite a few changes that have happened since the last High Council meeting... The Magistrate office currently has 1 Magistrate..now High Magistrate, and 4 Praetors, with a Clerk of Court. Jillian decided to step out of the Clerk role, and serve the Caste needs, so Reese Eisenfaust has stepped in. I thank them both for their service, and I am glad we have them as part of our team.
As well as a few new members joining the Magistrates, we have closed 5 cases since the last High Council meeting.
The Magistrates are working hard to make some modifications to our filing system, procedures, and communication so that we are more efficient, and helpful

"Then for the time being, with the council's approval.. we conclude that fighting slaves for entertainment purposes be disallowed for now. That any fighting slaves that might remain within the city be considered just normal slaves. Any laws pertaining to slaves handling weapons be enforced as normal unless given permission for training purposes within the Arena and supervised by a Warrior of the Warriors of Svago. Til such time this issue is to be addressed again into the future it can be approached to the council once again.."

I totally respect all that the Warriors do for us and protect our wonderful city" she looks around for a moment then continues "I hope that people would understand that when a physician has to address a medical need in that moment, that is their top priority and need to be allowed to do so. Discussing or debating the issue can lead to medical problems and even death if time is taken away from helping the patient. I am just hoping that we can all work  together with that understanding. As Latha spat her venom he would smirk "Those who are arrested are provided the warrant in question.. all information on that parchment is the information a Warrior has.. any further questions are for the office of a Magistrate. Which any one arrested can formulate their questions silently within a cell provided by the Warriors of Svago..."
